Let's be clear that most experts still hold on to the hope that no rational leader would choose a nuclear attack option since it's almost certainly mutually-assured destruction. Even if a first-strike surprise attack were to eliminate half of America's nuclear arsenal (which is highly unlikely), there would be more than enough that would survive that attack to eliminate any enemy country on Earth. That's why movies like "The Day After" which was partially filmed in Missouri will hopefully remain in the land of science fiction and movies and never a terrifying reality.
