Hannibal Police report that officers assigned to the Anti-Crime Enforcement Squad observed 39 year old Paul Sultzman sitting in a vehicle in the 2100 block of Gordon about 3 p.m. Monday.

Sultzman had an outstanding Missouri felony parole warrant and a felony warrant from Illinois.

Officers knew that Sultzman would try to flee the scene, so they deployed in areas to make it difficult for him to get away.

Sultzman tried to flee the scene on foot, but he slipped and fell in the snow, and was taken into custody without incident.

When Sultzman was arrested, he was found to be in possession of a substance believed to be methamphetamine and drug paraphernalia.

A search of Sultzman's vehicle revealed numerous items believed to be stolen.

Detectives are working to reunite the items with their owners.

Sultzman was taken to the Marion County Jail.
