Most cameras will want to compensate for the lack of light, so it's best to try and underexpose your picture if your camera or phone allows tweaking that setting. I've also read that if your phone or camera has grids, turn those on and place the horizon in the lower third so that the sky is prominently featured. There was another tip I came across online that says you can do an extended exposure of 30 to 60 seconds if you want a completely different kind of sunset picture.
