Bob Harper lives near Chesterfield, Missouri in an assisted living facility called Brooking Park. Here's part of the backstory from the video share:

After suffering a heart attack and stroke at the end of 2021, World War two veteran Bob Harper, 99, was told by doctors that he wouldn’t make it until Christmas, so family including grandson Tim Woodrom, gathered to say their goodbyes. However, defying all odds the strong willed veteran not only celebrated Christmas and made it to his 99th birthday in April, but also got to meet his great grandchild.

Bob's son Tim said "what the doctor didn’t know is that my grandpa, a WWII veteran, is the strongest, most determined person I know". Indeed.
