It says that Dairy Queen is offering a lump sum payment of $150,000 to those who can open a restaurant on time. I checked the Dairy Queen corporate site and, sure enough, Missouri is one of the states where this offer is valid. That means you need to be in a really solid financial situation with investment dollars at the ready to make this happen.
